THE CHALLENGE

 

State legislators typically have not made public housing funding a top priority. MassNAHRO needed materials to help convince state legislators of the pressing need to increase annual budgets for FY 2023 and again in FY 2024. For example, for FY 2023, Massachusetts was awarded $5.3 billion in the federal government’s American Rescue Plan Act -- but public housing was not slated to receive funds. For 2024, MassNAHRO also needed to focus legislators on the need for increased capital funding to improve public housing physical assets.

SOLUTION

 

Tetreault Advertising has worked closely and extensively with MassNAHRO since 2022 on multiple projects to help shape major initiatives as robust communications campaigns in which LHA executives reached out to their local legislators (encouraged to “Email. Call. Invite.”) to build awareness of the need and value of public housing.

  • We created emails, letters, videos and whitepapers for FY 2023 and FY 2024 annual budget campaigns – resulting in requested budget increases

  • For the 2024 funding request, we also created a whitepaper directed to the new governor and a video for local legislators targeted to capital improvement funding 

  • For FY 2023, the state legislature approved $150M in public housing modernization funding

  • For FY 2024, the robust advertising campaign helped convince lawmakers to appropriate these funding increases (which the governor signed into law):

    • $107 million in operating subsidy, a $15 million increase over FY 2023 and a record
      amount that represents a 26% increase in the past two budget cycles

    • ​$6.5 million for service coordinators, a $1.5 million increase over FY 2023

THE CHALLENGE

 

The Brockton HA has historically been keenly focused on innovation regarding areas such as funding, modernization and resident services. The agency required a high level of advertising communications support to reach audiences such as funding sources, employees, residents and government officials. 

SOLUTION

 

Since 1998, Tetreault Advertising has provided the creative communication support needed. The range of materials we have created include annual reports (every year since 1999), videos such as those shown at annual meetings, branding campaigns focused on new mission statements, and a total rebuild of the BHA website. For events, Tetreault has managed annual meetings, employee outing events (involving complete planning for food, entertainment, and the like) and ceremonial ribbon-cutting events involving government officials and the community.

THE CHALLENGE

The Chelsea HA was emerging from a very negative time for the agency that required a long period of regulator intervention. New leadership had come in to turn the HA around and regain the trust of the public and government regulators.

 

SOLUTION

The Chelsea HA first called on us for its 2021 progress report. Tetreault Advertising provided the right creative touch to tell the story of the new Chelsea HA and its honest rebuilding effort. In following years’ progress reports, we have touched on the agency’s historic roots as a supplier of housing for returning WWII veterans and its signature modernization of a residence compound that is helping to positively transform the downtown Chelsea area. The authority deemed our work for them as a learning experience as well as impactful for their audiences.

Providing Housing, Building Futures
WORCESTER HOUSING

In 2023, TA re-established its relationship with the Worcester Housing Authority (WHA), an agency committed to helping its residents better their lives and achieve independence. Our work captured the WHA’s future-focused spirit.

THE CHALLENGE

The WHA was seeking a fresh, creative approach to a pressing need – a progress report that could relate its heart-felt core mission and important happenings over a two-year period.

 

SOLUTION

Tetreault Advertising’s development and creation of the WHA’s 2022-2023 progress report communicated a smart, contemporary look while communicating the WHA’s many life-changing programs and initiatives. It was well received by the WHA and its audiences. With the success of this project, we are currently discussing a broader relationship spanning marketing, advertising and related services from brand development to event planning and support.
