Brockton Housing Authority
Although the Brockton Housing Authority (BHA) was deeply involved in community revitalization, its housing developments suffered from "the projects" perception so common to urban public housing. We set out to communicate to its various constituencies the authority’s innovative programs and its focus on families and seniors. Our comprehensive programs since 1997 have utilized print, radio, direct mail, annual reports and special events to reach the community, BHA employees and housing residents. These efforts have yielded wide-ranging results. They have motivated employees to provide better service, encouraged residents to recruit new residents, helped boost senior residency, informed the community about BHA initiatives and helped reestablish a well-deserved reputation for excellence. Through effective marketing communications, the people who should know, now do know the BHA’s role as one of the country’s leading public housing agencies.

The challenges we faced when we began our relationship with the Worcester Housing Authority (WHA) were tough: Low visibility and negative perceptions in the city’s communities. We tackled pressing communications problems by applying fresh thinking. We discovered that for the agency’s senior target audience, Worcester was a great place to live and that the WHA offered an affordable, secure and permanent living option. We repositioned the WHA accordingly, starting with a new logo/corporate identity. We reached the community via newspaper ads and delivered the WHA message via direct mail to sources that refer seniors. We also initiated a WHA employee campaign to boost "customer service" thinking and encouraged current residents to "tell a friend." This integrated program increased interest among Worcester’s senior population leading to increased inquiries for information.
